El Gobierno señalará un programa en virtud del cual deberá procederse a democratizar la propiedad accionarias de las instituciones financieras. Para tal efecto determinará los porcentajes máximos de su capital, que puede poseer una misma persona natural o jurídica y las subordinadas de ésta; y los plazos dentro de los cuales se llevará a cabo el programa.
