La presente ley rige a los seis (6) meses de la fecha de su promulgación para todos los sujetos obligados del orden nacional. Para los entes territoriales la ley entrará en vigencia un año después de su promulgación. La presente ley deroga todas las disposiciones que le sean contrarias.
