Cuando un programa sea objetado totalmente por el Ministerio, de Hacienda y Crédito Público, Dirección General del Presupuesto, no podrá ejecutarse. Cuando la objeción sea parcial, podrá ejecutarse en los aspectos que no hayan sido afectados por observación alguna.
