El desarrollo y fomento cooperativos estarán a cargo de los organismos cooperativos de segundo y tercer grado y para tales efectos el Gobierno canalizará preferentemente a través de los organismos cooperativos de segundo grado e instituciones auxiliares de cooperativismo de carácter financiero, los recursos financieros destinados para tales fines.
