El Poder Ejecutivo contratará a la mayor brevedad posible, la construcción de una línea telegráfica entre la ciudad de Salamina, del Estado soberano de Antioquia, i el distrito de San Juan de Mármato, del Estado soberano del Cauca, la cual tendrá sus oficinas telegráficas en los respectivos estremos: de otra que comunique el distrito de Cocui, pasando por Soatá con la oficina telegráfica de Santa Rosa de Viterbo; i de otra que, partiendo de Nemocon, pase por los distritos de Chocontá, Guateque i Garagoa.
