Los Alcaldes, Tesoreros, Personeros Municipales, Inspectores de Instrucción Pública, Médicos Oficiales, Ingenieros Municipales y Presidentes de Juntas de Beneficencia tendrán voz pero no voto en las sesiones del respectivo Consejo Municipal, en los asuntos de su respectivo Ramo.

Parágrafo

Estos mismos funcionarios podrán presentar proyectos en los asuntos de su Ramo, lo mismo que los respectivos Consejeros Municipales.
