Autorízase al Poder Ejecutivo para contratar con Profesores estranjeras. las enseñanzas superiores que, a su juicio, no puedan dictarse debidamente por Profesores nacionales, i para aumentar las asignaciones señaladas por la lei a los empleados al servicio de la Instruccion pública; pero sin esceder la partida votada en el Departamento respectivo del Presupuesto nacional.
