En el evento de que la fecha de embarque de la exportación sea anterior a la fecha en que entre a regir el Certificado de Reembolso Tributario, la liquidación contemplada en el

Parágrafo

del artículo 3º se efectuará aplicando un nivel del Certificado de Reembolso Tributario equivalente al nivel del CAT que hubiere estado vigente a la fecha del embarque.
