Autorízase al Banco Central Hipotecario a emitir con el respaldo de su cartera y su capital, "Cédulas de Ahorro y Vivienda" amortizadas por el sistema de fondo acumulativo de amortización gradual por medio de sorteos. Las emisiones serán de varias clases según el plazo, interés, vencimiento o con otras formas de amortización que determine la Junta Monetaria.

Las Cédulas de Ahorro y Vivienda se podrán expedir al portador y serán de libre transacción.

Parágrafo

Cuando las cédulas se emitan para cumplir las funciones previstas para los "Pagarés de la Reforma Urbana" gozarán del mismo tratamiento tributario de éstos.
