Art. 7.° Para que la distribucion prevenida en el artículo 3.° pueda llevarse a efecto, es indispensable que de los asuntos sobre que deba recaer se haya impuesto préviamente el Secretario, con cuyo objeto todo pliego que entre en la Oficina, se mantendrá en la misma forma en que sea recibido.
