º . Naturaleza Jurídica de los Certificados de Desarrollo Turístico. Los Certificados de Desarrollo Turístico son incentivos fiscales para los inversionistas en establecimientos hoteleros o de hospedaje que tengan señalada importancia para el desarrollo turístico del país, sirven para pagar por su valor nominal toda clase de impuestos nacionales, a partir de la fecha de su entrega, se emiten al portador, son libremente negociables, no devengan intereses ni gozan de exenciones tributarias y constituyen renta líquida gravable para sus beneficiarios directos.
