Art. 4º Los licores extranjeros comprendidos en el monopolio de que trata el Decreto legislativo número 41 de 1905 continuarán pagando en los Departamentos de Cundinamarca, Cauca, Nariño y Tolima los derechos aduaneros y de consumo con que hasta hoy han estado gravados.
