Artículo Quinto. Toda persona o entidad puede ejercer la actividad de compra y exportación de la quina, previo aviso, con las indicaciones de los precios, al Ministerio de la Economía Nacional, Departamento de Tierras, quien lo comunicará al Alcalde del lugar donde va a ejercerse la actividad.
