El Gobierno Nacional queda facultado para realizar los créditos y contracréditos que sean necesarios, para dar cumplimiento a lo dispuesto en los artículos anteriores, y efectuar las operaciones presupuestales a fin de incorporar estas partidas en el Presupuesto Nacional.
