Prueba de las calidades . La persona que fuere elegida Consejero de Estado en propiedad deberá acreditar que reúne las calidades constitucionales, ante el Presidente de la República, al tomar posesión del cargo. Entre la fecha de la comunicación de la elección y la de la posesión no podrán transcurrir más de treinta (130) días.
