Los municipios, las áreas metropolitanas y la Intendencia Especial de San Andrés y Providencia ejercerán las funciones de que trata el Título IV sobre el saneamiento de edificaciones de la Ley 9 de 1979 (Código Sanitario Nacional), como entidades delegadas del Ministerio de Salud, sin perjuicio de que éste reasuma dichas funciones cuando el saneamiento de edificaciones lo requiera, para la protección de la salud humana.
