Art 11. El artículo 193 queda adicionado así:

Parágrafo

Quedan esceptuados de pagar el derecho de tonelada los buques nacionales que traigan mercancias de cualquier puerto franco o habilitado de la República a cualquier puerto habilitado de la misma.
