Autorizase al Poder Ejecutivo para refundir en uno solo los servicios de Administración de Lazaretos y el Departamento Nacional de Higiene y Asistencia Pública, y para dictar los decretos que provean a una nueva organización de ambos ramos, conservando la autonomía técnica necesaria.

Autorizase igualmente al gobierno para que negocie con los Departamentos y Municipios la unificación de los servicios de higiene.
