El denuncio que pueden hacer los ciudadanos, de conformidad con la ley que se reglamenta, se hará bajo juramento, verbalmente o por escrito, y contendrá una relación sucinta de los hechos de mala conducta o incompetencia que conozca el denunciante. El denunció escrito deberá presentarse personalmente, y de su presentación se extenderá un acta que suscribirán el denunciante, el Presidente del Consejo de Administración y Disciplina y su Secretario. Del denuncio verbal se extenderá un acta en la misma forma anterior.
