ARTICULO 73. Cuando exista apropiación presupuestal y para efectuar la cancelación de las deudas originadas en préstamos otorgados por la Nación, conforme al artículo 85 de la Ley 38 de 1989, el Gobierno Nacional podrá hacer cruce de cuentas sin situación de fondos con las entidades prestatarias.
