Artículo quinto. El Ministerio de Minas y Petróleos señalará, en cada oportunidad, las bases de la licitación, la prima fija de contratación y las regalías especiales. Elaborará, además, el pliego de cargos y tomará todas las medidas necesarias para la realización de la subasta, con excepción de las asignadas expresamente a otros organismos.
