Art. 1.° El Gobierno entrará con el Sr. Gonzalo Ramos Ruíz en los arreglos que sean indispensables para modificar el contrato para la construcción de una línea telegráfica entre Popayán y Neiva, que fué aprobado por la Ley 26 de 18 de Febrero de 1888, en el sentido de que dicha línea pase por las poblaciones de Altamira, Santa Librada, El Hato, Pitalito y Paicol y tenga Oficinas en ellas.
