Los contratos de empréstitos que el Gobierno, celebre de conformidad con esta Ley, solo necesitaran de la aprobación, del Consejo de Ministros, y de la Junta Nacional de Empréstitos. Los celebre para la construcción de las carreteras solo requieran la aprobación del Consejo de Ministros y del Consejo Nacional de Vías de Comunicación.
