La partida a que se refiere el artículo anterior será incluida en la próxima y en las subsiguientes vigencias del Presupuesto Nacional, y en caso de no hacerlo se faculta al Gobierno para hacer en cualquier tiempo los correspondientes traslados presupuéstales o abrir los créditos que sean necesarios a fin que tenga cumplido efecto esta Ley.
