El fondo de defensa nacional queda destinado exclusivamente a la adquisición y conservación de material de guerra para el Ejército, a la creación y desarrollo de la marina de guerra y al fomento de la aviación militar. Cualquiera otra inversión que se diere al fondo mencionado, se considerará como malversación de caudales públicos.
