Para dar cumplimiento a la obligación establecida por esta ley en forma autónoma por el numeral a) del artículo tercero, el contribuyente deberá obtener previamente autorización expresa de la Junta Departamental de la Vivienda Popular, y someter a la aprobación de ella los planos de construcción y el proyecto de financiación de viviendas que adopte.
