En desarrollo del convenio de que trata el artículo anterior, el Gobierno emitirá pagarés que podrán ser descontados por el Banco de la República y poseídos por este por todo el tiempo de su vigencia. Las características de plazo e interés de tales pagares serán convenidas por el Gobierno con el Banco. Dichas operaciones no afectarán el cupo del Gobierno Nacional.
