Artículo doce. Los seguros de accidentes de pasajeros y de responsabilidad civil extracontractual, en cuanto a sus riesgos y montos, no exoneran a las empresas de transporte ni a los conductores de vehículos de las responsabilidades penales y civiles en que incurran. Las empresas y los propietarios de vehículos o quienes tengan su administración pueden tomar seguros y montos adiciones a los establecidos.
