El que sin facultad legal fabrique o altere billetes de ferrocarril o de cualquier empresa oficial de transportes; o billetes de lotería debidamente autorizada, haga uso de ellos o los ponga en circulación, los adquiera o conserve con ese fin, incurrirá en prisión de seis meses a dos años y en multa de diez a quinientos pesos.
