Art. 3°. La Junta nacional de Amortización no podrá hacer la emisión de la libranzas a que se refiere al artículo 2° de la Ley 11 de 1904 (3 de Octubre), sino a partir del 1° de Enero de 1906; y queda facultada para disponer lo conducente a efecto de que mientras lleguen los billetes de edición extranjera no se suspenda el cambio de los deteriorados.
