º . Unidad de presupuesto . Habrá unidad de presupuesto. Las rentas con destinación especial para programas de desarrollo económico y social establecidas por la ley se aplicaran a dicho objeto, pero no serán materia de pre supuesto ni de fondos separados como tampoco lo serán los recursos provenientes del crédito público, a los cuales se les llevará cuenta especial de contabilidad.
