Queda facultado el Ministerio de Instrucción Pública para trasladar a propuesta del señor Vicario Apostólico, Inspector Escolar del Territorio de La Goajira y Sierra Nevada, a otros lugares que sean más adecuados para el fomento de la agricultura o de la civilización de los indígenas, los Orfelinatos de la Sierra Nevada.
