En la ley bienal del presupuesto del Sistema General de Regalías, se definirá la destinación y se incorporarán los recursos que como resultado de las Instrucciones de Abono a Cuenta comunicadas, se encuentren acumulados en el concepto “Otros por distribuir”, luego de que la Agencia Nacional de Minería y la Agencia Nacional de Hidrocarburos o quienes hagan sus veces y según corresponda, determinen que no le pertenecen a ninguna entidad beneficiaria por concepto de asignaciones directas o diferendos limítrofes.
