La suma a que se refiere el artículo anterior será incluída en el Presupuesto de Gastos de 1961, y en caso de no hacerse, queda facültádo el Presidente de la República para abrir los créditos y hacer los traslados necesarios para dar cumplimiento a esta Ley.
