Artículo tercero. Declarase vigente para Colombia desde el 13 de febrero de 1981 el "Convenio de Cooperación Económica, Industrial y Científica - técnica entre el Gobierno de la República de Colombia y el Gobierno de la República Democrática Alemana", firmado en Berlín el 17 de diciembre de 1975 y aprobado mediante la Ley 11 de enero 19 de 1981.
