Los organismos señalados en el artículo 3° de la presente ley no podrán eliminar o rebajar ingresos o rentas, ni ampliar los plazos para cumplir con las consignaciones de los recursos o rentas aforadas en el presupuesto, si con ello se altera el equilibrio presupuestal.
