En el plan científico de observaciones se continuará desarrollando el conjunto de métodos empleados hasta ahora por el Observatorio Astronómico Nacional para la determinación del clima de Bogotá, con las modificaciones que mejor consulten las necesidades de la estadística agrícola y de la fluviometría del territorio, y procurando seguir un plan homogéneo con el de los demás países de Hispano América.
