Art 1° Se prohíbe el comercio con la costa Goajira en buques mayores o menores, sean nacionales o extranjeros. En consecuencia se reputaran como de contrabando y sujetas a las penas respectivas las embarcaciones y efectos que sirvan para dicho tráfico.
