Art. 16. Los Inspectores Militares de los Departamentos, que conforme á este Decreto reemplazarán á los Comandantes generales y á los Inspectores Divisionarios, especialmente se esmerarán en que las fuerzas que hacen las guarniciones de su dependencia se ocupen constantemente en trabajos como zapadores y en que den ejemplo de moralidad y disciplina.
