El Gobierno Nacional queda autorizado para efectuar todas las operaciones presupuestales que sean del caso en la presente vigencia y sucesivas, así como para contratar empréstitos internos y externos, todo con el fin de garantizar el mas rápido y eficaz cumplimiento de lo que en esta Ley se dispone.
