El Secretario es el jefe de la Oficina: a él están subordinados los subalternos, y es responsable por las faltas de éstos cuando haya negligencia de su parte.

El Oficial Mayor trabajará a órdenes del Secretario, y vigilará los trabajos de los Escribientes, quienes le están subordinados.

Los Escribientes desempeñarán los trabajos que les ordenen los Secretarios y el Oficial Mayor.
