Autorizase al Gobierno para construir en la zona del Terminal Marítimo de Barranquilla, los edificios necesarios para las oficinas de la Aduana del mismo Puerto el Gobierno podrá ceder los actuales edificios de la Aduana para alojamiento de la Policía Nacional, sección del atlántico, y cuerpo de bomberos de Barranquilla. Los gastos de adaptación para estas nuevas dependencias serán por cuenta del Departamento del Atlántico.
