Se hará el censo de las aguas y bosques en predios de propiedad privada. Los propietarios estarán obligados a declarar los derechos que sobre tales recursos tengan. Quienes incumplan esta obligación estarán sujetos a apremios y sanciones hasta cuando efectuaren tal declaración, decretados en los términos previstos por las leyes.
