Con el objeto de vincular a la economía nacional ricas regiones del Cauca y laboriosos núcleos de población, destínase la suma de cien mil pesos ($ 100,000) anuales que se apropiará consecutivamente durante cinco años, para invertirla en el fomento de la agricultura y de la pequeña industria en ese Departamento.
