La Nación podrá administrar directamente la emisión de los títulos de deuda pública que emita, o celebrar con entidades nacionales o extranjeras los contratos y fideicomiso, garantía y agencia fiscal o de pago a que hubiere lugar, para la adecuada colocación y servicio de los documentos de deuda, contratos que sólo requerirán para su validez la firma del Presidente de la República, previo concepto favorable del Consejo de Ministros.
