El Gobierno celebrará con el Municipio de Santa Marta los contratos y arreglos que sean necesarios para darle cumplimiento a esta Ley, y queda autorizado para obtener la cooperación financiera del mismo Municipio y del Departamento del Magdalena en la ejecución de estas obras.
