Se establecerá un sistema de franquicias aduaneras, según el cual quedarán libres de impuestos o derechos los productos de uno de los dos países, importados en cambio de productos recibidos del otro país, por los mismos valores, de modo que cada país libere una cantidad de productos equivalente a la que ha exportado al otro.
