Incurrirán en la multa de $ 1 á $ 100 oro los labradores que en sus cultivos y mejoramiento de los predios rústicos colindantes con un camino público arrojen sobre sus cunetas tierras, abonos, hojas ó cualquiera otra materia que impida el libre curso de las aguas, y los pastores y ganaderos que en la custodia, apacentamiento y conducción de sus ganados ocasionen el mismo daño.
