El Gobierno procederá a terminar la obra del cuartel nacional de Cúcuta en el lote donado por la Municipalidad o en otro distinto, si ello fuere más conveniente.

Parágrafo

Destínase la suma de treinta mil pesos ($ 30,000) para la obra de que trata este artículo, los cuales se incluirán en el Presupuesto de la próxima vigencia y si ello no fuere así, el Gobierno queda autorizado para abrir el correspondiente crédito sin sujeción a los requisitos de la Ley 34 de 1923 .
