La Comisión tendrá los siguientes empleados de su libre nombramiento y remoción un Secretario, hasta cinco (5) Sustanciadores, y un (1) Portero. Las asignaciones de este personal serán fijadas por el Gobierno. La Comisión funcionará en una de las dependencias del Ministerio de Guerra, donde deben hallarse sus elementos de trabajo y sus archivos.
